According to Louis Dangoor of GiveMeSport, WWE had “seriously” thought a Fatal 4-Way Match featuring RAW Women’s Champion Becky Lynch, SmackDown Women’s Champion Charlotte Flair, Sasha Banks, and Bayley at WrestleMania 38.
Per report, in November and early December, WWE was ‘seriously considering’ a Four Horsewomen fatal-four way match for the main event of night one of WrestleMania.
The match would have been Sasha Banks, Bayley and the aforementioned Becky Lynch and Charlotte Flair close out the first night of WWE’s biggest event of the year.
However, WWE has instead added Bianca Belair vs. Becky Lynch for the Raw Women’s Championship, and Charlotte Flair vs. Ronda Rousey for the SmackDown Women’s Championship, so the plan isn't going to be executed.
The feeling within WWE was that Rousey should be involved in a top women’s title match, which would mean that the four-way match couldn’t happen. There was a desire from several people within WWE to finish the Becky Lynch and Bianca Belair storyline. The story had to end at WrestleMania.
